Skycrane would be unnecessary for supplies.

The reason they used the skycrane for MSL was twofold:

It was too large for the bouncy castle method used for other rovers

It had equipment that engineers were concerned would get clogged up with dust kicked up my a lander, so it allowed them to lower the rover without dust

If you were just landing supplies on the moon, I'd recommend a normal lander or the bouncy ball method.

And for your step 5, Helium 3 is the answer . That means step 4 is inventing the nuclear fusion reactor, but that's just a minor detail.
